On 03 November 2024, a low-pressure area (LPA) formed outside the Philippine Area of Responsibility (PAR) and gradually developed into a Tropical Depression. The system was projected to enter the PAR on Monday, 4 November 2024. Upon entering the PAR, it was officially designated as the 13th tropical cyclone of the year and was named "Marce".
On 04 November 2024, Tropical Depression Marce intensified as it moved over the Philippine Sea, near the eastern portion of the Bicol Region, and was upgraded to a Tropical Storm. As it continued to strengthen, it underwent further intensification and had developed into a Severe Tropical Storm.
On 05 November, the National Disaster Risk Reduction and Management Council (NDRRMC) convened a preparedness meeting to discuss precautionary measures in light of Marce's intensification from a Severe Tropical Storm into a Typhoon. On the same day, STS "Marce" intensified into Typhoon "Marce" while moving northwestward over the Philippine Sea.
By 06 November, the region of Cagayan Valley experienced the effects of Typhoon Marce" due to the continuous heavy rains brought by Typhoon "Marce". On the same day, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) raised Tropical Cyclone Signal No. 3 in Santa Ana, Cagayan.
At 3:40 PM on 07 November, Typhoon "Marce" made landfall in Sta. Ana, Cagayan, resulting in life-threatening conditions in northeastern Cagayan due to the storm's typhoon-force winds, storm surge inundation, and torrential rainfall. Meanwhile, the effects of Typhoon "Marce" were also experienced in Ilocos Region and Cordillera Administrative Region.
By 4:00 PM on 08 November, Typhoon "Marce" exited the Philippine Area of Responsibility (PAR), having caused significant damages in Northern Luzon, particularly in Cagayan Valley Region. Following "Marce's" departure from the PAR, PAGASA lifted the remaining Tropical Cyclone Wind Signals-Signal Nos. 1 and 2-in its 5:00 PM bulletin.
